$50 fine for failing to notify a "gelding"- a joke

Was just doing tape for Kembla last Sat & noticed that whilst reading stewards report that the trainer of the 25/1 winner of Race 4; had been fined the princely sum of $50 for forgetting to notify the stewards (and as a result the punting public) that the colt had been gelded.
This to me is outrageous!!! You have to feel for those who have bet on this race and have done their money cold with an outsider winning who has obviously improved due to being gelded and due to the trainer's "forgetfulness" have not had the information available to make an informed punting decision about this "geldings" chances.
How such a small fine can be imposed is simply beyond me.

I think the trainer should be gelded for that or at least branded so he never forgets again.
